I cannot believe the department is being serious. This road has no adjoining roads until after Tung Lung; it is substantially straight and level; and it has three lanes in each direction. Anywhere else in the world, such a road would be capable of handling traffic up to 150 km/h. The problem on this and many other dual carriageways in Hong Kong is the appalling standard of lane discipline, about which the Government and police apparently do nothing.

The relevant rule of the road is that vehicles drive in the left-hand lane except when overtaking. Even professional drivers, such as chauffeurs, seem blissfully unaware of this rule, or choose to ignore it.

Poor lane discipline on highways and roundabouts causes far more accidents than driving at 10 km/h over the speed limit. The police issue thousands of tickets for minor speeding offences, but do they ever issue a ticket for bad driving practice? NAME AND ADDRESS SUPPLIED
