Minor accidents, major snarls

Last week there was a very minor traffic bump between a double-decker bus and a vehicle between the Murray Road carpark and the bottom of Garden Road.

The damage to both vehicles was minimal, but in good old Hong Kong fashion the bus driver refused to move his bus, which directly blocked all traffic lanes, until the police came. Traffic was stopped for nearly 20 minutes.

Likewise, a few days ago on the Island Corridor, a car and a motor bike were in a minor collision but both refused to move to a convenient turn-off nearby, again until the police arrived.

Would the police please comment? Is this procedure after a (minor) accident standard operating procedure according to the police or is it a whim of the Hong Kong motorist? In either event it not only leads to traffic snarls-up, but could potentially be extremely dangerous, particularly on faster roads like the Island Corridor.
