Detectives have submitted a report to the Department of Justice on whether to prosecute officials over alleged perversion of the course of justice.

But a source said they needed Qiaoying, 17, who lives in New Jersey, to help in the investigation.

'We may send officers overseas to ask her to clarify something she raised in her original statement,' the source said.

Qiaoying has claimed she pleaded guilty because an interpreter told her to admit the offence or she might be sent back to the mainland to face execution.

Security officials will attend a special Legislative Council meeting to explain the probe and follow-up measures after receiving a final report from police.
