Doing nothing about pollution

Why you can trust SCMP

In the middle of Central, outside Alexandra House, is a large shed-like structure for 'air quality monitoring'.

I assume it is a government-run station and that its operation and the information it generates result in work for a number of government employees.

In all the years of its existence, the pollution problem in Central has continued to get worse.

The traffic has not been reduced, vehicle emissions have not been reduced, or their fuels changed to be more environmentally friendly.

Indeed, buses belch through the area with 'Environmentally friendly engine' written across the back.

Perhaps this bizarre contradiction is meant as a joke. But my question is: Why the air monitoring station? It's like telling a six-year-old to 'watch the baby', and he watches as the baby falls off a 22nd floor balcony.
