Breach of election rules 'inexcusable'

A district councillor who said he was too busy to properly register campaign material and advertising was ruled yesterday to have made serious breaches of election regulations.

In the Court of First Instance, Deputy Judge Li Zong-er said Kowloon City District Councillor Dr Wong Yee-him had broken the Corrupt and Illegal Practice Ordinance. He said the Director of Public Prosecutions would now decide if charges would follow.

Dr Wong won the seat for the Prince constituency in the November 28 elections last year.

He later admitted breaching election rules and went before Deputy Judge Li earlier this month asking for the breaches to be excused. The breaches included failing to lodge copies of advertising material with the returning officer before and after he was a registered candidate, and failing to place the address of the printer on most of the poll advertisements.

In his written judgment, , Deputy Judge Li excused Dr Wong for the breach committed before he was a registered candidate, saying it was an acceptable mistake.

But Dr Wong's failure to include the printer's address was a gross oversight, he said.
