Rendition deal 'must safeguard rights'

No agreement on cross-border transfers of criminals and suspects should be made with the mainland unless the fundamental rights of Hong Kong people were adequately protected, a legislator said yesterday.

Margaret Ng Ngoi-yee, representing the legal profession, said they included the right to a fair trial, access to independent legal representation, and the right to cross-examine witnesses.

The Government calls it a rendition arrangement rather than 'extradition' because the latter suggests different countries are involved.

Ms Ng said the SAR Government seemed to be determined to have some sort of agreement with the mainland.

She said the issue was of great importance because any agreement would affect not only Hong Kong permanent residents but also those visiting the territory.

The Legco security panel is to hold a special meeting on Thursday to question Secretary for Security Regina Ip Lau Suk-yee on her recent trip to Beijing, where she held talks with officials on a rendition arrangement.
