The visa row over a new SAR-based Taiwan representative broke out again when an SAR Government spokesman attacked representative-designate Chang Liang-jen, saying he had acted inappropriately in discussing the issue publicly. The two sides have been in dispute for months, with Taipei claiming the SAR has refused to issue the visa unless Mr Chang agrees to several conditions, including that he will not state publicly Lee Teng-hui's 'two states' theory. The SAR says it has not received a visa application, a claim repeated by the spokesman last night. 'We are thus surprised that the Taiwanese side has continued to comment in public about this matter,' he said. 'Discussing the matter in public is neither appropriate nor constructive.'
