A Shenzhen official denied his Government was involved in banning two pro-democracy legislators from a seminar in the city. Vice-Mayor Li Decheng said the arrangements had been made by the organisers. The two banned lawmakers were Democrat James To Kun-sun and Cyd Ho Sau-lan of The Frontier. The seminar was hosted by the Hong Kong and China Relation Strategic Development Research Fund, headed by local National People's Congress deputy Cheng Yiu-tong, and the Foundation for the Regional Planning and Economic Integration of Shenzhen and Hong Kong. The foundation is based in Shenzhen.
