Mixed procedures eyed for new phone licences

Third-generation mobile phone licences may be awarded through a mixed procedure of scrutiny and public auction, according to Acting Secretary for Information Technology and Broadcasting Eva Cheng.

Despite hefty revenues expected from an auction, Ms Cheng said the Government would not opt for one if doing so undermined the interests of the consumer or adversely affected the industry's development.
