A 22-year-old university graduate who made money from trading stocks is to take his chances in the Hong Kong Island constituency. Shuen Pak-man said voters who supported the free market should vote for him.

Mr Shuen graduated from the University of Michigan in January, returned to Hong Kong last month and submitted his nomination as a non-affiliated member yesterday.

He was a member of the campaign team of The Frontier's Christine Loh Kung-wai in her debut in the Legco polls in 1995. He also helped canvass votes for Alice Lam Chui-lin of the Liberal Party in 1998.

But Mr Shuen said the Liberal Party did not understand economics: 'They give economics a bad name.'

He said he decided to stand after Ms Loh opted not to take part in next month's elections. There was no secret agenda and he had given up the chance to set up a dotcom company with friends.

He says in his election platform that he is opposed to government intervention in such matters as the mandatory provident fund, although he agrees Government should provide housing for the needy. He supports full universal suffrage to elect the chief executive, the legislature and district councils.
