A former top official yesterday appealed to 185,000 civil servants to support his bid for a Legco seat. Former secretary for home affairs David Lan Hong-tsung, who is standing for the New Century Forum on Hong Kong Island, said he understood the concerns of civil servants. Mr Lan's appeal came as a joint committee of civil service unions, representing thousands of government employees, urged them to vote for Legco candidates sympathetic to their needs. 'They should be against corporatisation, privatisation and contracting out of services,' said Lam Man-cheuk, a core member of the Joint Committee on Public Service Policy, which includes more than 10 trade unions. 'They should also support collective bargaining because the Government only conducts pseudo-consultation with us.'
