With the widespread concern over giveaways from comic book and magazine publishers, a new ordinance to protect young people from harmful or obscene souvenirs has been proposed. The proposal is among those put forward in a government consultation document issued on April 19. Under the present Control of Obscene and Indecent Articles Ordinance, the sale of replica weapons and indecent items are restricted, but not souvenirs. The weapons sold at the Book Fair were sold as souvenirs. At present, there are three classifications for publications: Class I, publications suitable for people of all ages; Class II, indecent material which should not be sold to people under 18 years old and must comply with certain statutory requirements; and Class III, obscene material that cannot be published. Under the proposed ordinance, all items including souvenirs would become restricted.
