Two Housing Department architects and a construction company manager charged with bribery offences appeared in Tuen Mun Court yesterday. Barry Tang Hoi-on, 34, faced one charge of conspiracy to accept advantages, while Tjong Kee-ming, 36, faced two charges. The pair allegedly enjoyed free meals, nightclub entertainment and hostess escort services between December 1, 1998, and August 17 this year in return for favourable treatment for contractors Paul Y-ITC and Penta-Ocean. The construction companies were involved in two housing developments, in Fanling and Tin Shui Wai.
Cheng Ying-chung, 32, an assistant construction manager with Penta-Ocean, faced one charge of offering advantages, including prostitution services, to a department clerk. None of the three defendants entered a plea. Magistrate Timothy Jenkins adjourned the case to October 16.
