Unions urge fair hearing

Immigration staff unions yesterday called for fair and open disciplinary hearings for staff involved in the Yu Man-hon case.

The unions fear that morale might sink further if the department seeks scapegoats as a result of intense public pressure and negative media reports on the boy's disappearance.

Representatives from three staff unions yesterday met Deputy Director of Immigration Choy Ping-tai to discuss the inquiry report.

William Chiu See-wai, chairman of the Immigration Service Officers' Association, said his members would accept the report if it told the whole truth. Mr Chiu urged the department to be impartial in the hearing.

'A series of incidents have hit department morale already,' he said. 'We therefore need to deal with the issue in a fair and open manner and not just find scapegoats to settle the issue.'

Mr Chiu said the disciplinary hearing should balance faults committed by staff with the lack of manpower at the Lowu control point.
