IN commemoration of Hongkong's former transport secretary Alan Scott - Day 3. Anxious to find out for himself if talk about his unpopularity as Governor of the Cayman Islands is really true, Alan Scott adopts a heavy disguise (for the purposes of this yarn, let us assume he succeeds) and goes down to a popular beach on the island,where he strikes up a conversation with one of the locals before putting the question: ''What do you think of this guy, Scott?'' Looking furtively about, the local places a cautionary finger to his lip and suggests they walk farther down the crowded beach. When they get to an area that is not too congested, Scott again asks the question but the man walks on anxiously until they get to a spot that is deserted. Then, looking around him worriedly, the man leans over and whispers in Scott's ear: ''I actually like him.''
