Medical scheme 'controls needed'

Medical functional constituency legislator Dr Lo Wing-lok has pledged to fight for new laws to control fast-expanding health-care groups.

Dr Lo said he would soon present a proposal to the Government on how to regulate health-maintenance organisations (HMOs).

Most of these organisations provide contract medical care to companies for a pre-set budget and are now eating up a significant slice of the private market.

Private doctors complain they are under threat from HMOs, which they claim put profit before care. They accuse the groups of capping budgets and limiting the use of drugs that can be prescribed for patients.

Dr Lo, who is president of the Medical Association, said laws to control HMOs were a 'must'.

The issue is at the top of his political agenda in the coming four years. 'Unlike individual doctors, the HMOs are not just providing professional services. They have business concerns which will affect patients' health,' he said.

'These groups receive pre-payments and the Government should make sure their financial situation is sound.'
