Scandal-hit politician Gary Cheng Kai-nam may call in the Press Council after paparazzi allegedly forced his car to stop on a highway so they could photograph him and his girlfriend.

Mr Cheng said he felt his safety was in jeopardy and called the police immediately. 'It was like being kidnapped or robbed,' said Mr Cheng, adding that he would consider complaining to the Press Council. The council is a non-government organisation that handles complaints against intrusion of privacy. It can censure newspapers that are council members.

The former Democratic Alliance for the Betterment of Hong Kong vice-chairman, who resigned from Legco in September, is back in the limelight after his arrest and release on bail by the Independent Commission Against Corruption last week.

Mr Cheng was forced to give up his seat after newspaper reports about his business links.

He also admitted having an extra-marital affair with Zhang Zhuan, a Beijing journalist, who is now a postgraduate student at Baptist University.

Mr Cheng said that at about 8pm on Saturday, he noticed he was being followed by paparazzi on a Kowloon highway. Despite a speed limit of 80km/h, his car was forced to slow down and eventually stop when it was sandwiched by a motorcycle and two other cars near Kwai Chung.

'They got out and took photographs right next to my window, holding up the traffic behind,' said Mr Cheng. He noted down the licence plates and called police. The reporters left after two minutes, according to Mr Cheng.
