Between 20 and 30 per cent of construction workers employed by contractors bidding for government projects will have to be permanent staff under a pilot scheme to be launched in the middle of the year, Secretary for Works Lee Shing-see said. He was responding to a Construction Industry Review committee report claiming the practice of using part-time workers was a reason for poor quality construction.
