Justice officials consider grope-case report

A police report into an alleged indecent assault by the Vietnamese consul-general has been sent to the Department of Justice.

The South China Morning Post has learned that the document detailing the alleged offence by senior diplomat Nguyen Viet Hung is now being discussed by police and officials from the Department of Justice and the Protocol Division.

Mr Hung was detained by police on January 18 on suspicion that he had groped a woman's bottom in Causeway Bay. He was later released without charge after revealing his diplomatic status.

Yesterday, the Vietnamese Foreign Ministry in Hanoi claimed the allegation was politically motivated and that Mr Hung had simply sought 'linguistic help' from the police and was not arrested. Police sources, however, confirmed that Hanoi's top man in the territory was formally arrested and gave a cautioned statement.

Vietnamese Foreign Ministry spokeswoman Phan Thuy Thanh said Hanoi had discussed the matter with 'relevant Chinese agencies'.

She said the envoy had sought linguistic help from police as he could not understand Chinese: 'That woman was speaking Chinese only. The fact that Mr Hung needed help from the police does not mean that he was detained or arrested.'
