Ads unfit for trees

There is a fitness centre on O'Brien Road, Wan Chai, that is using small trees planted on the public walkway to support their advertising banners and balloons. The trees planted by the Government on public land have enough of a challenge surviving here without being made to act as support posts.

When I asked the manager of the centre about this I was told to 'get out of the facility'. I asked a passing policeman and was told it was 'not their problem'.

Would the relevant government department (if there is one) care to take action on this before the poor trees fall over?
