Can tardy corporation explain its bad timing?

I wonder if anybody from the Kowloon-Canton Railway Corporation (KCR) would like to enlighten its passengers as to its method of time calculation.

As a frequent traveller of the London Underground and the KCR, I notice that these two organisations seem to be using different scales for measurement.

In the UK, display boards showing that a train will arrive in a minute means just that. But in Hong Kong, the minute often stretches to two minutes or beyond. Such displays provide useful information when accurate, but can be frustrating if not.

One must also wonder whether the increased length of the 'KCR minute' actually reflects a situation where time does pass slower in Hong Kong. Or (and this is a more plausible explanation) is it just that the trains are running less frequently than before, or are just late?
