NEWSCAN Public Relations has set up an office in Guangzhou as part of its expansion plan to develop the fast growing Greater China market. The Newscan Guangzhou office is the first foreign-owned independent PR agency approved for operation by the Guangdong provincial government. Previously, all overseas PR firms established their links in China through joint-venture arrangements. ''A fully independent operation allows flexibility and efficiency that our clients demand in their China coverage,'' said Kenneth Chu, the executive director of Newscan. The company has 40 staff in its existing Taipei and Hongkong offices, and also has affiliate arrangements in Shanghai and Beijing. Newscan Guangzhou is headed by Sam Xu, formerly a Guangzhou representative with an international bank, and also an officer in the city's Commission for Foreign Economic Relations and Trade.
