THE chaotic conditions generated by the recent torrential rains that drenched the territory, forced civil servants, such as those in the Education Department to make decisions, albeit reluctantly, regarding what measures should be taken to cope with what was happening.
Unfortunately and not for the first time, the Administration was ineffectual, hamstrung by a general indeciveness and incompetence, when confronted with circumstances that demanded immediate and positive action.
It was vitally important to avert any emergency where human life and limb could be at risk.
It is unfortunate that this apparent lack of commitment should occur at a time when senior civil service unions are agitating for higher and additional pay scales and pay awards for their members.
Perhaps it would be better for such civil servants to make a genuine effort to prove their professional worth, by reaffirming their collective commitment to the people of Hongkong.
It is time they put service and loyalty before their concern over emigration and enhanced emoluments.
