THE Government's education advisory committee is to take a more dynamic role, its new chairman promised yesterday. Andrew So Kwok-wing said: ''My track record shows that I'm not a rubber-stamp guy, whether it is in the education field or elsewhere.'' He replaces Timothy Ha Wing-ho as head of the Board of Education next month. ''I can see the board taking a more pro-active approach as we move towards 1997. ''The Joint Declaration says the education system will not be changed, and while I hope that will be so, I believe we can make many improvements in the quality of education in Hongkong. I hope the Board of Education will play a more active part in enhancing the quality of education as an ongoing process,'' said Mr So, a former legislator.
