China yesterday announced a number of personnel changes, including the appointment of former Customs chief Qian Guanlin as a vice-director of the State Administration of Taxation. Xinhua confirmed Mou Xinsheng had taken over from Mr Qian. Mr Qian will keep his ministerial ranking. Other changes included the naming of former Guizhou vice-governor Guo Shuqing as a vice-governor of the central bank, and Li Changjiang as head of the State Bureau of Quality and Quarantine Inspection. Mr Li was formerly a vice-director of Customs. A number of the changes involved departments, including education and mass media, reflecting a renewed emphasis by top leadership on the two areas. Shi Zongyuan, formerly head of the publicity department of the Communist Party in Jilin province, was named the new director of State Press and Publications Administration. The Ministry of Education will see sweeping changes. Xinhua said it would have three new vice-ministers - Yuan Guiren, Zhang Xinsheng and Zhao Qinping. In addition, Hu Zhanfan has been named a vice-director of the State Administration of Radio, Film and Television.
