Scaled-down expressway a 'waste of money'

Scaled-down plans for a highway originally intended to link Shenzhen and Hong Kong Island were yesterday described as a waste of money by legislators.

One likened the project as a middle without a beginning or an end, the project having been reduced to an expressway and bridge linking Tuen Mun and Lantau Island.

Under the scaled-down Route 10, now planned to cost $17 billion instead of the original $100 billion, an expressway would link So Kwun Wat near Tuen Mun to Lantau over the proposed Tsing Lung Bridge.

The original proposal was to link Shenzhen to Yuen Long, then across to Lantau by the Tsing Lung Bridge and ending with a highway to Kennedy Town.

The Yuen Long to Tuen Mun section was shelved until 2010 last week because of reduced estimates of future traffic flow. The Hong Kong Island link had already been abandoned.

In a Legco transport panel meeting yesterday, officials were severely criticised for pushing ahead with the project.
