The Government has been criticised for commissioning a 'shallow' consultancy report on improving sports facilities, including plans for a world-class stadium in southeast Kowloon.
The $2.5 million study was carried out by consulting firm Urbis, which was asked by the Home Affairs Bureau to study upgrading sports facilities. The report was published last week.
But in a Legco home affairs panel meeting yesterday, Democrat Albert Chan Wai-yip said he was disappointed: 'This is a waste of taxpayers' money. Anyone could come up with this.'
The report attributed lack of interest in sports participation to poor promotion in schools and universities. It also said existing sports facilities were obsolete, with many more than 20 years old.
Mr Chan said the Government should formulate a comprehensive sports policy before considering building new venues. 'The last thing we want are a few white elephants for show,' he said.
The Government is to launch a public consultation next month to help draw up a long-term sports strategy.
