Decision on award 'must be explained'

Officials have been asked to explain the selection procedure behind Tung Chee-hwa's decision to award the SAR's top honour to Yeung Kwong.

Democrat Cheung Man-kwong yesterday attacked the administration's decision to grant Mr Yeung the award.

'It shows that the Government has wanted to gradually vindicate the 1967 riots . . . Mr Tung simply did a wrong thing in a wrong way at a wrong time,' he said.

'I don't attach much importance to such awards, but it should not bring sorrow and harm to people in Hong Kong,' Mr Cheung said, adding that Mr Yeung owed the public an apology and explanation of his role in the riots.

Another Democrat, Andrew Cheng Kar-foo, chairman of the Legco home affairs panel, said: 'We have added the item to the agenda of next Tuesday's panel meeting after many lawmakers voiced their concern over the issue.'

Mr Cheng said he had invited the Chief Secretary for Administration, Donald Tsang Yam-kuen, to appear or send a representative to give members an account of the process of selection.
