I refer to the letter from B. Chen headlined 'Headlight-shy drivers put others at risk' (South China Morning Post, May 4).
We fully support your correspondent's view (and have emphasised this in publicity campaigns) that motorists should always drive with their headlights on during the hours of darkness, or when there is poor visibility.
Under the existing regulation, no person shall drive a vehicle on a road during the hours of darkness or when visibility is poor, unless he is showing lights at the front and rear of the vehicle. They should be dipped when street lights are on and in the face of approaching traffic. However, interpretation of the regulation is not free from doubt, making enforcement difficult. Therefore we intend pursuing legislative amendments to remove this ambiguity and are consulting relevant parties. The new legislation is expected to become law by the end of the year.
