MORE than $1 million belonging to a man who dished out cash to passers-by in Central will be frozen for another two weeks pending a court decision on how best to handle the money. The High Court extended the order yesterday following a medical report which indicated 41-year-old Chan Hon-ching was unfit to handle his own property. The original 10-day order, which expired on Monday, was imposed a day after Mr Chan appeared in Central on June 17. He remains in the psychiatric ward of Queen Mary Hospital. Assistant Director of Social Welfare, Anthony Chan Wai-kwan, said the department was considering applying to look after the man's affairs for as long as necessary. Mr Chan Hon-ching doled out more than $20,000 to passers-by outside Exchange Square until a scuffle broke out among people jostling to receive the money.
