Recurring guest star Sally Field returns as Maggie, the mentally ill mother of Abby Lockhart (Maura Tierney). Lockhart's ex-husband Richard tells her that Maggie is holed up in a motel in Oklahoma. According to the motel's manager, Maggie checked in with a man who prepaid for one week and then left without her. She has been in her room for three weeks. Lockhart and John Carter (Noah Wyle) bring her back to Chicago, where another crisis is about to happen. Meanwhile, Peter Benton (Eriq La Salle, above right) treats Adam Metzer (Ben Lang), a college student injured while pledging to a fraternity. When he dies, Benton forces a fraternity brother to clean the body. Also, Elizabeth Corday (Alex Kingston) finally gives birth to a baby girl after 26 hours in labour.

The newly elected president of Haiti flees for his life and asks for sanctuary in the American embassy, which would place the compound under army attack. Back home, a frustrated Josh Lyman (Bradley Whitford) needs more money from a Senate committee to continue the US Justice Department's case against the big tobacco companies. However, he hits a roadblock when two Democratic committee members oppose further funding. Meanwhile, President Josiah Bartlet (Martin Sheen) tries to figure out how to inform the public about his multiple sclerosis. Oliver Platt guest stars as White House chief counsel Oliver Babish.
