Donald Tsang Yam-kuen will make his first visit to the United States in his capacity as Chief Secretary for Administration next month, where he is expected to meet Secretary of State Colin Powell.
His trip comes after Hong Kong saw its overseas image boosted by the decision to allow spy-case scholar Li Shaomin back into the territory last month, despite his conviction for spying in China.
It also follows remarks ruling out legislation against Falun Gong and a positive government reaction to a report published by the US State Department on Hong Kong last week.
A senior official said: 'It's good to go out with good news behind him.'
Mr Tsang had originally intended to make the trip last month, but it was postponed for unknown reasons. Chief Executive Tung Chee-hwa then made a whirlwind visit to Washington, during which he met President George W. Bush, Mr Powell and a number of key officials and Congressional leaders.
According to officials, Mr Tsang will visit Washington, New York and Los Angeles early next month.
