THE Hongkong Real Estate Developers' Association has failed to finalise a proposal aimed at helping home-buyers who cannot afford the required 30 per cent deposit under the tight mortgage lending policy.

The association discussed a proposal at its monthly meeting yesterday, but there was no conclusion on the final contents.
