I AGREE with your correspondent ''Name and Address Supplied'' (South China Morning Post, June 11), that Philippine officials are only bothered about profits, when they collect the various fees from domestic helpers. In addition to the various fees we have to pay, such as the Philippines Overseas Administration fee and the insurance fee, the Philippines Consulate here also collects income tax from domestic helpers. Why is it that only domestic helpers in Hongkong have to pay income tax? Those working in other places, such as Rome, the Middle East and Singapore do not. You must pay this tax, or your passport will not be renewed. If I renew my passport in the Philippines it only costs me $500 and I don't have to pay tax. Is any member of the consulate staff willing to comment? I would be grateful if someone could reply. Why is it that the consulate requires us to pay income tax before renewing our passports?
