I have two questions for R.H. Verburg after reading his letter headlined 'Kyoto stink on US' (South China Morning Post, October 16). First, who is the largest polluter in the world? Second, why were they not part of the Kyoto treaty?

If you can answer these two questions, you will see why the United States could not sign this treaty in its original form.
With such an extensive worldwide treaty, you cannot implement an expensive reform in one country and not do likewise in another country.
Perhaps if this treaty were revamped to include China and several other pollution culprits, we would see a willingness from the US to sign on the dotted line.
