THE anniversary of Chris Patten's governorship is greeted with as much acclaim as criticism.
Conservative leaders in the community said he had failed to live up to their expectations but liberal elements generally approved of his performance.
The only opinion they shared was that Mr Patten should put more energy into improving social services and people's livelihood.
