PLANS to improve transport links with southern China will feature prominently in the Governor's second policy speech in October.

Chris Patten indicated his intention to ''do more'' than the task of completing the mammoth airport-related projects by 1997, as planned.

''If I possibly can, I also want to do more than that,'' he said on the first anniversary of his governorship.

''I want the best possible relationship with China. I hope more than anything that we can have a good, close, constructive and effective relationship.

''If we can do that it will be good for China, Hongkong and, perhaps, Britain as well.'' Mr Patten indicated that his place in the history of Hongkong should be judged by the contribution he makes to the territory.

''Roman emperors used to like to be judged by their monuments. I don't want to be judged by that. But I do want to complete the airport, airport railway and the Western Harbour Crossing,'' he said.

He said that in the speech to be delivered at the opening of the second Legislative Council session in October, he intended to talk about the importance of ''improving north-south communication with China''.
