A Polytechnic University scholar will be investigated for academic misconduct over accusations of plagiarism in a paper presented at an international conference five years ago, a university spokesman said yesterday. The decision by the university's ethics committee to launch an inquiry was made after officials this week met with associate professor in the department of building and real estate, Dr Albert Chan Ping-chuen. Dr Chan and co-author, Dr Tam Chi-ming of City University, have been accused of copying a construction management diagram and an identical sentence from a paper entitled 'Project Partnering', which was published in the Project Management Journal in 1992. The SAR pair presented their paper at an international conference of more than 300 academics in Beijing in 1996. Dr Chan was the main author. A Polytechnic University spokesman yesterday acknowledged that the ethics committee of senior academics rarely launched an inquiry. Dr Tam's immediate supervisor at City University, building and construction department head Andrew Leung Yee-tak, said Dr Tam would not face an investigation at City University.
