I am deeply troubled by Bishop Joseph Zen's call for Catholic schools to defy the government ban on abode-seeking children who want to attend SAR schools. He did this despite being warned it might be illegal.

This was, in effect, a form of civil disobedience.

Hong Kong is now going through an extremely difficult period and tremendous challenges lie ahead. Most people realise that major reforms will be needed in taxation, education and the civil service. This will be necessary to ensure Hong Kong remains competitive. In the meantime, the Government has to tackle some vital community issues, such as the high influx of mainland migrants, at a time of high unemployment in the SAR.

In this climate, it would be far better if controversial aspects of public policy were discussed, without unilateral action being taken by individuals. Maybe this education issue is not simple as it seems.
