THE Trade Department introduced a voluntary textile traders registration scheme on July 1, said the Secretary for Trade and Industry, Brian Chau Tak-hay. In a written reply to a question from Dr Huang Chen-ya, Mr Chau said textile traders registered under the scheme could import or export to non-restrained markets and re-export to all markets without a licence. In the long run, the processing of export documents would be further eased with an electronic data system which would complete the process through electronic messages, saving time and cost and substantially reducing the paperwork involved. ''The current plan is to have this service available to traders in stages starting from 1995,'' Mr Chau said. He said the Trade Department was committed to processing export licence applications and other export documents as quickly as possible. The target processing time was one to three working days. Mr Chau also stressed the Government's long-standing policy to promote efficiency on the part of Hongkong manufacturers in production, management and delivery of manufactured goods.
