Why is it necessary to consider a sales tax which would hit the poorest hardest and be expensive to collect (when the cost to the private sector is included), when a tax of 10 per cent on dividends from companies doing business in Hong Kong could raise billions from those best able to afford it? A dividend tax would be simple to administer and would raise revenue at minimal cost.
