Students taking Project Springboard courses could be given government grants or loans after complaints about high tuition fees, according to Secretary for Education and Manpower Fanny Law Fan Chiu-fun. At present only tertiary college students can apply for government grants and loans. Launched two years ago, Project Springboard offers another education option for students who performed poorly in the Hong Kong Certificate of Education. The courses cost about $37,500 a year.
