Fifty-three local CPPCC delegates have issued a paper warning of Falun Gong's 'harmful' activities in Hong Kong and claiming they are a threat to 'one country, two systems'.

The delegates want the paper circulated to all 2,000 members attending the Chinese People's Political Consultative Conference in Beijing. It will be up to the secretariat to decide whether it is.

It quotes Chief Executive Tung Chee-hwa, who said in Legco last June: 'No doubt, Falun Gong is an evil sect.' Beijing banned the meditation sect in 1999.

The paper says: 'As the Chief Executive of Hong Kong, his timely stance at the Legco question time is well thought out and is a declaration of a policy in accordance with facts.

'In fact, some core members of the Falun Gong have made use of Hong Kong to take actions which are against China and harmful to 'one country, two systems' '.

The paper was initiated by Lee Kwok-keung and Chuang Shi-ping, a CPPCC standing committee member and former recipient of the SAR's highest award, the Grand Bauhinia.
