Chief Secretary Donald Tsang Yam-kuen yesterday dismissed speculation his post would become that of a 'commander without soldiers', saying he will still play an important role under the new system. Policy secretaries previously had to report to the Chief Secretary or Financial Secretary, but under the new system they will be directly responsible to the Chief Executive. Mr Tsang said the post of Chief Secretary would not be sidelined. 'Under the Basic Law, the post is still principal aide to the Chief Executive in formulating policy and the legislative programme,' he said. 'I don't think the post will become a commander without soldiers with nothing left to do,' he said adding that Mr Tung had not yet invited him to stay in the job.
