Upgrading of post defended

Stephen Lam Sui-lung defended the upgrading of his Information Co-ordinator post to oversee the Exco Secretariat for Mr Tung's cabinet.

Under the plan, the information co-ordinator will be renamed director of the Chief Executive's Office. The post will retain its policy secretary ranking but become a non-civil service contract with a tenure matching that of the Chief Executive.

Apart from being the Government's public relations chief, the director will oversee the Executive Council Secretariat, which will be transferred from the Chief Secretary's office.

Chief Secretary Donald Tsang Yam-kuen said the roles of the future chief secretary and the director would be different: 'The Chief Secretary will chair Exco subcommittees and co-ordinate the bureaus. The job is entirely different from dealing with internal work of the Chief Executive.'

Mr Lam said: 'The Chief Secretary and the director are two entirely different ranks. Chief Secretary is ranked at the secretary level, while the director is director ranking.'
