The leader of an abode seekers' parents group blamed for Wednesday night's rally where security chief Regina Ip Lau Suk-yee was trapped in her car has accused Mrs Ip of aggravating the protest by reading a magazine during the incident.

Lin Taocheng, 56, a representative of the group Dusk Hope, denied they had planned the events outside the Legislative Council building.

He said it was a spontaneous demonstration by the parents when they spotted the Secretary for Security's chauffeur-driven car.

'It was very peaceful at the beginning. The elderly parents just knelt down about one metre away from her car and just wanted to have a discussion with her,' Mr Lin said.

'But she did not come out to say a word. She was even reading a magazine. How could she read a magazine at a time like that? She intended to agitate us. One or two parents were infuriated.'

A mirror on Mrs Ip's chauffeur-driven BMW was damaged during the incident, but Mr Lin denied it was done by his group.
