'Cash cow' for police

I would like to ask the Transport Department why Wan Po Road in Tseung Kwan O, a dual carriageway that was until recently a 70km/h stretch of road, has been changed to 50km/h with no warning other than the removal of the 70km/h signs.
Coincidentally, police have set up random speed checks on that road since the change in speed limit. I was stopped for going over 50km/h on this road. When I asked the policeman how many accidents had taken place here, or how many pedestrians use this road, the answer was none, in both cases.
It seems to me that this road is a cash cow for the police and the new speed limit has nothing to do with road safety.
