ABOUT half the underage girls working as public relations officers in karaoke bars allow customers to touch them or have sex with them, according to a survey.

  Social workers and crime fighters are calling on the Government to step up raids against bars and tighten laws to ban girls under 18 entering them.

  The survey by Yang Memorial Methodist Social Service found 263 girls being counselled by social workers were employed in karaoke bars as public relations officers in April. Some were younger than 13.

  The figure was based on replies from 134, or 60 per cent, of Hongkong's out-reach social workers.

  Fifty-five per cent of the girls were aged between 13 and 15, four per cent were under 13, while the rest were between 16 and 18.

  Survey convenor Wong Yuk-yu said a lot more underage girls were believed to be providing sexual services than shown in the study, which included only clients of social workers.

  ''Half the girls in the survey have been asked to conduct indecent behaviour, such as allowing customers to stroke their body or providing sex,'' Miss Wong said.

  Another spokesman, Susan So Suk-yin, said most of the girls met the customers' demands ''half-willingly''.

  ''This is because they are under the temptation of money and the fact that these girls have usually run away from their family and need money to live by themselves,'' she said.

  A 15-year-old was reported in the findings as saying: ''We have to let them do so [stroke our bodies] as they pay to sing . . . I am not willing, but there is no way out.''   The girls can earn $800 to $1,000 for two to three hours' work and an extra $1,000 to $1,500 for having sex with a customer.
