A cat owner has filed a complaint with the Ombudsman over what she says are 'cruel and inhumane conditions' in government-run quarantine kennels.

'I hope officials remember that animals in quarantine are someone's treasured and loved pets, not stray animals,' Beverley Killeen said after collecting her pets from the Victoria Road kennels in Pokfulam.

Mrs Killeen said her four-month wait for her two cats to complete quarantine in the Agriculture, Fisheries and Conservation Department kennels had been a worrying time.

She said crowded conditions at the Pokfulam kennels defeated the purpose of quarantine, pointing to cages that were smaller than facilities in Britain, elsewhere in Europe and Australia.

Mrs Killeen said her two cats had fleas and tapeworms which they did not have before going into quarantine.

Her cats were required to undergo quarantine after they were brought in from the Gulf state of Qatar on March 1.
