The Communist Party must become more democratic and the National People's Congress (NPC) needs to transform itself from a 'retirement home' into a real parliament, said Mr Hu. 'The Communist Party must . . . transform itself from a revolutionary to a ruling party and from a ruling party to a democratic ruling party,' he said. 'It should change its internal system from a concentration of power into a democratic system, with more orderly procedures. The NPC, especially the Standing Committee, is . . . a retirement place for old officials. It should turn itself into a professional parliament and should not be [made up of] political appointments. It should make decisions more democratically.' Mr Hu also called for a reform of government structure, to make it smaller and more efficient, and of the justice system, to make it more independent.
